NALC President Brian L. Renfroe issued the following statement:


NALC is heartbroken by the murder of Octavia Redmond, our sister from  Chicago, IL Branch 11. Today, Sister Redmond was shot multiple times on  her route and was taken to the hospital, where she died. The  perpetrator is still at large.


Octavia had been a letter carrier for 5 years and was only 48.
 

The 280,000 members of NALC mourn the loss of Sister Redmond. She was a  public servant doing her job when her life and future were stolen from  her. Our thoughts and deepest sympathies are with her family, friends  and all her loved ones.


Like me, the members of NALC are outraged by this senseless act of  violence that took an innocent woman’s life. For far too long, violent  crime against letter carriers has been on the rise. Shockingly, now it  is not uncommon for letter carriers to be targeted, assaulted, and even  murdered. This is completely unacceptable, and we need immediate change.


Earlier this year, bipartisan lawmakers introduced the Protect Our  Letter Carriers Act in both chambers of Congress. This comprehensive  solution would deter these crimes from happening and hold those who  commit these horrific acts accountable. In honor of Sister Redmond, we  urge Congress to swiftly pass this bill. The nation’s letter carriers  cannot wait any longer.


Every American deserves to go to work without fear and return home  safely to their families. We will not stop fighting until this is a  reality for all letter carriers.

NALC is committed to continue working with Congress, the Postal  Service, and law enforcement on any solutions to keep letter carriers  safe.

Nolan selected as chair of interest arbitration panel


The National Association of Letter  Carriers and the U.S. Postal Service have selected Arbitrator Dennis R.  Nolan to serve as the neutral chair of a three-person interest  arbitration panel to set the terms of a new National Agreement between  the NALC and the Postal Service. Under the law, each side will also  appoint union and management representatives to serve on the panel and  represent their respective positions.


Arbitrator Nolan is a member of the American  Arbitration Association’s labor panel and has been a full-time labor  arbitrator since 1976, serving for many years as a national arbitrator  on the NALC/USPS panel. In 1985, he was selected for membership in the  National Academy of Arbitrators, and eventually served as its president  in 2006. Arbitrator Nolan served as the parties’ neutral arbitrator in  the interest arbitration proceedings for the 2019 National Agreement,  which were near conclusion when the parties reached a negotiated  settlement late in 2020. 


As final preparations for interest  arbitration are made, NALC and the Postal Service continue to negotiate  in an attempt to reach a tentative agreement. Further updates will be  provided as the collective bargaining process moves forward. 

Entering the next phase of negotiations

As  previously reported, NALC has continued to negotiate for a new  collective bargaining agreement with the U.S. Postal Service during the  statutorily required 60-day mediation period. That period, which began  with the formal expiration of the 2019-2023 Agreement on May 20, is set  to expire on July 19. While discussions on the pay, benefits and working  conditions of America’s city letter carriers continue to be productive,  the parties have yet to reach tentative agreement.


NALC  President Brian L. Renfroe and Executive Vice President Paul Barner are  working closely together along with the union’s lawyers and a team of  national officers and staff to reach an agreement with postal management  that is worthy of the dedication and hard work of our active  membership.


While  reaching a voluntary settlement that properly rewards city letter  carriers for the work they do delivering America’s mail remains NALC’s  goal, preparation is ongoing for binding interest arbitration should  that become necessary. The meticulous work of marshaling evidence and  recruiting expert witnesses to make our case in interest arbitration  proceedings has been going on for months.


Under  the law, such an impasse would trigger the appointment of a  three-member arbitration board comprised of a union advocate, a  management advocate and a neutral chair to conduct a binding arbitration  to set the terms of a new National Agreement.


With  the deadline of the expiration of the statutorily mandated 60-day  mediation period looming, NALC will continue, as has been the case in  the past, negotiating with the USPS as the next phase of the process  begins.


“As  we have in recent rounds of collective bargaining, we will remain at  the table with postal management as long as the prospects remain for  reaching a tentative agreement that meets our goals,” Renfroe said on  July 14. “But we will move expeditiously to invoke the procedures  required by law to resolve an impasse in bargaining should that prove necessary.”


On  July 14, 2023, the NALC Executive Council received charges proffered  against President Renfroe by another member of the Council. The charges  will be addressed in accordance with Article 10 of the NALC Constitution.  This process will not distract from our efforts to achieve a  collective-bargaining agreement or our preparation for binding interest  arbitration. The NALC Executive Council is committed to following our  constitutional process, and will not be deterred from our duties and  responsibilities to fully and vigorously represent the interests of the  nation’s city letter carriers.

The postal service has notified us that a recent cyber incident has been identified which may have caused an increase in Flexible Spending Account (FSA) deductions employees, including Postal Service employees. This incident was identified by the Office of Personnel Management (OPM) who oversees the FSA.


All employees are encourage to review their pay stubs for any erroneous deductions. Impacted employees will receive a letter from the Postal center.

Maximum annual leave carryover amount of 520 hours extended into the 2024 leave year

The NALC and the United States Postal Service have agreed to a memorandum of understanding (M-01993) extending the annual leave carryover limit. Regular work force career  employees covered by the USPS-NALC National Agreement may carry over 520 hours of accumulated annual leave from leave year 2023 to leave year 2024. The Memorandum does not change the provisions in the Employee and  Labor Relations Manual (ELM) for payment of accumulated leave. This MOU will expire on December 31, 2024.

PS Form 1106 Arrow Key

Please see the attached PS Form 1106 Arrow Key – Daily Accountable Log. This is NOT a valid PS Form under Article 19 and promulgated according to the ASM. There are no current handbook or manual provisions authorizing use of this form.


This form is not a valid postal form, it should not be used in delivery units, and carriers should not be signing this log.


Jim Lloyd, USPS Director, Labor Relations Policies & Programs informed NALC HQ of the following:


PS Form 1106 was prematurely published. It will be removed from Policynet and the field has been instructed to discontinue use until further notice.


Labor is in the process of reviewing the proposed form and we will provide the NALC appropriate notice when the review is complete.

TIAREAP extension until May 31


NALC and Postal Service agree on TIAREAP extension until May 31

Pursuant to the memorandum of understanding MOU Re: Extension of

the Technology Integrated Alternate Route Evaluation and Adjustment

Process 2022-2023 (M-01998), NALC and the Postal Service have

agreed to an extension of the joint route evaluation and adjustment

process until May 31, 2024. The Technology Integrated Alternate Route

Evaluation and Adjustment Process (TIAREAP), outlined in M-01982, is an

agreed upon process by the national parties that utilizes teams of NALC

and USPS representatives to evaluate and adjust city delivery routes.


In the extension, the national parties also agreed to add an additional

opt in period to include delivery zones for evaluation and adjustment

under this process. That opt in period will be conducted from January

8, 2024, through January 12, 2024. Approved requests for special

inspections pursuant to Handbook M-39, Chapter 2, Section 271 will

continue to be forwarded to the TIAREAP district lead team (DLT) for

scheduling of evaluation and adjustment under the joint process.
